You must possess a current and valid certificate issued by the State of Illinois (Substitute certificate will qualify) or have possessed within five years prior to the date of application a valid certificate or comparable legal authorization issued by a foreign country, by a state, possession or territory of the United States. Another option is that you hold a degree from a recognized institution of higher learning in a foreign country which the Certification Board determines to be the equivalent of a bachelor's degree from a recognized institution of higher learning in the United States.
A complete application should include the following:
1. Complete form ISBE 73-03C Application for Teaching Certificate, checked for Transitional Bilingual only (Specify Language)

2. Pay the applicable fee amount Please call for additional fees for registration.
3. Official transcripts from all colleges attended bearing the institutional seal and signature of an official of the college. Degrees received and date of graduation must be shown on transcripts.
